Lack of an active armed forces by no means suggests that a nation has no defenses or that it lacks violence. For example, Costa Rica, with a population of 2,000,000 has 3,000 police, 1,200 civil Guardsmen and a number of private armies controlled by political parties and wealthy landowners. Since 1950, Costa Rica has received about $2 million in military assistance from the U.S.
