Size--179 sq. mi. (464 sq. km.). Population--25,000.

Surrounded by the peaks of the Pyrenees between France and Spain, Andorra is alleged to have been created by Charlemagne as a buffer state against the advancing Muslims. Andorra's citizens are very conservative and devoutly Catholic. They suffer no income tax, and postal service is free thanks to the booming business of selling stamps to tourists and collectors. Smuggling abounds on all levels, much as if it were a national sport. Andorra is governed by an elected General Council which meets in secret twice a year. The real rulers, however, are the President of France and the Spanish bishop of Urgel, who have shared joint suzerainty (a kind of feudal control) over Andorra since 1278. The French get paid $180 and the bishop gets $6.87 a year.
