Although Gibraltar formally passed from Spain to Great Britain with the Treaty of Utrecht in 1713, Madrid has never quite got used to the idea and recently has stepped up efforts to regain its tiny appendage on the strait between the Atlantic and the Mediterranean. For economic reasons alone, Britain seems willing to give up the costly fortress enclave, but refuses to do so in the face of overwhelming objections from the Gibraltarians themselves. Asked in the referendum in 1967 whether they wished to remain under British control or return to Spanish dominance, Gibraltar voters--largely descendants of settlers from Spain, Portugal, northern Italy, and Malta--opted for Britain, 99.6%--0.4%.
