The triangular principality is surrounded on two sides by Switzerland and bordered on the east by Austria. Turning out everything from false teeth to calculators, tiny Liechtenstein, per capita, is the most thoroughly industrialized nation in the world. Despite approval by the Liechtenstein Parliament, referenda in 1968, 1971, and 1973 that would extend the franchise to women were all turned down. Finally in August, 1976, voters approved a measure to permit local communities to decide for themselves whether their women could be trusted at the polls. But even then, women were to be allowed to vote only in local, not national, elections. Thus, on Apr. 17, 1977, women in Vaduz became the first Liechtensteiners of their sex to cast a bona fide election ballot--for justice of the peace.
