The republic of Mauritius consists of the Indian Ocean island of Mauritius and a few smaller islands situated about 600 mi. east of Madagascar. The Labour party of Premier Sir Seewoosagur Ramgoolam has governed the island since independence was achieved in 1968. In 1976 it received fewer votes than the leftist Militant Mauritian Movement, but it was able to form a coalition government with the island's Conservative party. Real power in Mauritius, however, rests with the 20,000 white "Franco-Mauritians," who own the sugar plantations and most of the rest of the economy. Nearly all the main island's agricultural land-about half its total surface--is devoted to sugar production. Sugar is the only substantial export, and Mauritius must import most of its food.
