Landlocked in the calf of the Italian boot, San Marino is the last of the independent secular republics which used to exist in Italy. Legislative power is vested in the 60-member Great and General Council, popularly elected to five-year terms. Executive power rests with two members of the council who serve as regents and act in concert with the 10 department heads who constitute the Congress of State. The main sources of income are tourism and the sale of San Marinese postage stamps. Abraham Lincoln was made an honorary citizen in 1861.
