ST. PIERRE AND MIQUELON

Population: 5,800.

An archipelago of three islands and five islets in the North Atlantic 15 mi. off the south coast of Newfoundland, St. Pierre and Miquelon constitutes France's last colonial stand in North America. Early in 1975, Pres. Albert Pen led the local government on a walkout and charged that French-appointed Gov. Jean Cluchard had done nothing to boost the islands' economy. Paris dispatched 65 policemen to the territory to maintain order but refused to recall Cluchard. Although Cluchard remained, France promised to build a deep-water port and to convert the islands' airport to accommodate jets.
