NATIONS AND THEIR RULER
Lay of the Land: Landlocked in West Africa, Upper Volta is bordered by Mali on the north and west, by Niger on the northeast, and by Benin, Togo, Ghana, and the Ivory Coast on the south. The Black, Red, and White Volta rivers etch valleys in the otherwise flat terrain. The rivers are unnavigable. The central and eastern portions of the country are well watered. The north and northwest, however, are much drier zones, anticipating the Sahara Desert.
Size: 105,792 sq. mi. (274,000 sq. km.).
Population: 6.4 million.
Who Rules: The 1970 constitution, which was suspended in 1974, provided for a republican form of government.
Who REALLY Rules: Gen. Sangoule Lamizana rides herd over the country, changing governments at will. In 1978, all political parties save his own Movement for National Renewal and several other factional parties sympathetic to him were outlawed, and he gave himself the responsibility of shaping all political and economic policy. He even planned to oversee all cultural and social activities.
