Lay of the Land: Uruguay is situated on the eastern coast of South America, between Brazil and Argentina. There are no navigable rivers within its boundaries, though the Rio de la Plata forms its border with Argentina. The climate is dependably pleasant and temperate, ideal for agriculture.

Size: 68,536 sq. mi. (177,508 sq. km.).

Population: 3.1 million.

Who Rules: The president and a 45-member Council of State.

Who REALLY Rules: A military dictatorship with a puppet president replaced the elected president, Juan Maria Bordaberry, in 1976. Congress was closed in 1973, the press was muzzled, leftist political parties were outlawed, the large national labor union was disbanded. Most opposition political figures have been arrested, killed, or exiled. The rest were stripped of all political and civil rights by the new president. Uruguay's human rights record is so poor that the U.S. stopped its aid program in 1977.
