TWO CENTURIES OF WORLD HISTORY: 1778-1978
May 14 A convention met in Philadelphia, with George Washington presiding, to amend the Articles of Confederation, but instead produced, without authority to do so, a new constitution for the United States. Believing that in a short time the whole document might have to be scrapped, the framers allowed practical means of amendment.
June 27 In his house at Lausanne, Switzerland, Briton Edward Gibbon, 50, wrote the last line of his History of the Decline and Fall of the Roman Empire, begun in 1772, one of the great monuments of English prose. His theory was that Rome fell because of "the triumph of barbarism and religion." It has been said of him that " he came at last to believe that he was the Roman Empire, or at all events, something equally majestic and imposing."
