ANDORRA

Location: A ministate in the Pyrenees mountains, between France and Spain. Size: 175 sq. mi. (453 sq. km.). Population: 37,500 (61% Spanish, 30% Andorran, 6% French).

Who Really Rules: Andorra's elective 24-member General Council is responsible for day-to-day government, but two feudal co-princes are authorized to veto any action. Each year Andorra pays 960 French francs to one co-prince, the French president, and pays the other co-prince, the Spanish Bishop of Seo de Urgel, 460 Spanish pesetas, 6 hams, 12 capons, and 25 slabs of cheese.

In a 1977 referendum, 35% of those voting advocated a change to democracy and self-rule, 31% favored the status quo, and the remainder favored a range of intermediate alternatives.
