Who Really Rules: Benin, formerly the French colony of Dahomey, is governed by the Marxist-Leninist People's Revolutionary party. Following the November, 1979, election, in which 97.48% of the voters supported the single PRP slate, the seven-year-old military government turned power over to a civilian regime, headed by President Ahmed Kerekou, the lieutenant colonel who formed the PRP after seizing power in 1972. On Sept. 27, 1980, Kerekou converted to Islam while in the presence of Col. Muammar al-Qaddafi of Libya, changing his name from Mathieu to Ahmed.
