BHUTAN

Location: In the Himalayas, between eastern India and Tibet (China). Size: 18,147 sq. mi. (47,000 sq. km.). Population: 1,377,000 (60% Bhutias, 25% Nepalis).

Who Really Rules: King Jigme Singye Wangchuk shares power with a National Assembly consisting of royal appointees, representatives of the Buddhist monasteries, and members elected indirectly. Under a 1949 treaty India has special rights to Bhutan's foreign trade and guides Bhutan's foreign policy. Beginning in 1979, however, Bhutan began to exert an independent voice, disagreeing with India at international forums and establishing diplomatic relations with nearby Bangladesh.
