Who Really Rules: Bulgaria is a communist state in which all production is socialized, but planning is less centralized than in the Soviet Union. Todor Zhivkov has headed the government and the ruling Bulgarian Communist party since 1954. The Bulgarian government does not tolerate criticism and places limitations on all organized religions. Bulgaria is a full-fledged member of the Soviet bloc, and its economy has benefited from its links with the Soviet Union. Unlike other Eastern bloc nations, Bulgaria has a history of national friendship with Russia, which drove the Ottoman Turks out of Bulgaria in 1878 after 500 years of control.
