CANADA

Location: The northern tier of North America, from the U.S. border to the Arctic, excluding Alaska. Size: 3,851,791 sq. mi. (9,976,139 sq. km.). Population: 24,336,000.

Who Really Rules: Canada has traditionally been dominated by an economic elite based in the province of Ontario. In recent years, however, elitists from other provinces have challenged not only the traditional ruling group but also the power of the Canadian central government itself. French-speaking Quebec Province rejected sovereignty in a 1980 advisory referendum, but the forces for autonomy remain strong.

The ruling Liberal party, which generally represents the industrial eastern provinces (including Quebec) in Parliament, carries out policies which favor manufacturing over the resource-oriented industries of Canada's western provinces. Oil-rich Alberta opposes federal suggestions for distributing its wealth. Instead, it is circumventing the federal government by investing its multibillion-dollar Heritage Fund, from oil and gas royalties, in other provinces.

U.S.-based multinational corporations wield a great deal of power in Canada, actually controlling basic industry. Canada's economy is closely linked to that of the U.S. In fact, the two countries are each other's major trading partners.
