FIJI

Location: An island group in the Melanesian southwestern Pacific, east of Australia. Size: 7,056 sq. mi. (18,274 sq. km.). Population: 646,000 (50% Indian; 44% Fijian; 6% European, Chinese, etc.).

Who Really Rules: Fiji's freely elected parliament is chosen according to a formula guaranteeing representation for the various ethnic groups. Indigenous Fijians have the privilege of owning land, but East Indians, the descendants of indentured sugar workers, are only allowed to lease land. Sugar, the islands' major industry, is now under government control, and the government also runs Air Pacific, a regional airline. Much of the economy, however, is privately owned.
