Location: Southernmost of the Marianas island chain, in the western Pacific, more than 1,400 mi. east of the Philippines. Size: 212 sq. mi. (549 sq. km.). Population: 110,000.

Who Really Rules: Guam is a self-governing territory of the U.S. and sends a nonvoting representative to the U.S. Congress. The U.S. military, which operates a B-52 base, nuclear submarine base, and other facilities on the island, overshadows all other economic activity. In 1978 local employers attacked the U.S. Labor Dept. for policies that were preventing them from importing construction laborers from the Philippines and South Korea. The U.S. and local governments own two thirds of Guam's land area.
