Location: On the northeastern coast of South America, between Venezuela and Surinam. Size: 83,000 sq. mi. (214,969 sq. km.). Population: 851,000 (53% East Indian, 42% black).

Who Really Rules: President Forbes Burnham and his Peoples National Congress (PNC), placed in power by British authorities and the CIA, have ruled Guyana since independence in 1966. Burnham retains power through violence, electoral fraud, and restrictions such as the outright denial of newsprint to the opposition's formerly daily newspaper. The PNC is predominantly black, while the larger of the two Marxist opposition parties, Cheddi Jagan's Peoples Progressive party, is largely East Indian.

During the mid-1970s Guyana upgraded its relations with Cuba, adopted left-wing rhetoric, and nationalized foreign bauxite and plantation holdings. Although the government now owns 80% of Guyana's economy, the economy is based on exports and financial assistance from the International Monetary Fund and the World Bank. Those international agencies have insisted upon an austerity program in which the government has held down wages and reduced social services and food subsidies.
