Location: Eastern part of the Caribbean island of Hispaniola, between Cuba and Puerto Rico. Size: 10,714 sq. mi. (27,750 sq. km.). Population: 6,018,000 (90% black, 10% mulatto).

Who Really Rules: Haiti is a dictatorship under president-for-life Jean-Claude Duvalier, son of the late dictator Francois Duvalier. Under Jean-Claude, Haiti's ruling class has divided into two factions. The "Old Guard" landowning class, backed by the paramilitary Tontons Macoute, opposes any liberalization of authoritarian rule or opening to foreign capital. The "Jean-Claudistes," on the other hand, have favored an increased foreign role in the economy including a $41 million loan from the International Monetary Fund. Although the annual income per capita in Haiti is $250, Jean-Claude spent $5 million on his May, 1980, wedding. Anyone convicted of criticizing Jean-Claude in the press is subject to three years' imprisonment.
