Location: On Southeast Asia's Indochina Peninsula, fronting the Gulf of Thailand between Vietnam and Thailand. Size: 69,898 sq. mi. (181,035 sq. km.). Population: 4,850,000.

Who Really Rules: Since early 1979, when Communist Vietnamese troops drove troops of Democratic Kampuchea (ruled by the Communist Khmer Rouge) from Phnom Penh, the capital city, Kampuchea has been governed by a People's Revolutionary Council headed by Heng Samrin. Heng and his top aides are defectors from the Khmer Rouge regime, but lower-level officials are remnants of the U.S.-backed Gen. Lon Nol government, deposed by the Khmer Rouge in 1975.

Heng Samrin's government is entirely dependent upon Vietnamese military protection, technical assistance from Vietnam and the Soviet bloc, and humanitarian aid from around the world. It is building a state-owned, centrally planned economy. Private commerce, however, has returned to the country, which has been devastated by years of fighting, U.S. bombing, and the harsh rule of the Khmer Rouge.

Khmer Rouge troops, as well as several right-wing guerrilla bands, still resist the Vietnamese occupation. Former neutralist ruler Prince Norodom Sihanouk, overthrown by Lon Nol in 1970, remains on the diplomatic sidelines.
