Location: Micronesian southwest Pacific, midway between Hawaii and Australia, including the former Gilbert Islands, Banaba (Ocean Island), and the Phoenix and Line islands. Size: 342 sq. mi. (886 sq. km.). Population: 59,000.

Who Really Rules: Kiribati's elective government relies heavily upon assistance from the United Kingdom (its former colonial master), Australia, and New Zealand. It is attempting to take over foreign-owned copra plantations, but it is having difficulty negotiating a price. Islanders from Banaba are due to return there from their exile in Fiji now that the British Phosphate Commission has denuded the island. Banabans are reserved one seat in the Kiribati Assembly. In 1980 the U.S. renounced its claims to 14 islands in Kiribati in exchange for a Kiribati pledge not to allow a third country to use the islands as bases without U.S. permission.
