Location: Surrounded by South Africa, separated from the Indian Ocean by the Bantustan of Transkei. Size: 11,720 sq. mi. (30,355 sq. km.). Population: 1,380,000.

Who Really Rules: Since independence from Britain in 1966, Lesotho has been governed by Prime Minister Chief Leabua Jonathan and his Basutoland National party. The opposition Basutoland Congress party (BCP), headed by Ntsu Mokhehle, won the 1970 National Assembly elections, but Jonathan charged it with vote fraud and annulled the results. The banned BCP has strong support among lower-level government employees and from a popular church newspaper. In 1979 it launched a guerrilla campaign to depose Jonathan or force new elections.

Surrounded by South Africa, Lesotho must coexist with its powerful white-ruled neighbor. Nevertheless, it openly attacks South Africa's apartheid policy. More than 160,000 Lesotho men work in South Africa. The South African government helped put Jonathan in power.
