Location: A double chain of Micronesian atolls in the western Pacific Ocean, southwest of Hawaii. Size: 70 sq. mi. (181 sq. km.). Population: 31,000.

Who Really Rules: On Oct. 31, 1980, the Marshall Islands signed a compact of free association with the U.S. The U.S., which had previously ruled the islands as part of the U.N.-mandated Trust Territory of the Pacific, will continue to operate the Kwajalein Missile Range, which cost billions of dollars to build. The Marshalls also include the former nuclear test sites of Bikini and Eniwetok.
