Location: An island east of Madagascar (and Reunion) in the western Indian Ocean. Size: 790 sq. mi. (2,045 sq. km.). Population: 970,000 (67% Indian, 29% Creole).
Who Really Rules: Since independence from Britain in 1968, the elected parliamentary government of Mauritius has been headed by Sir Seewoosagur Ramgoolam. Ramgoolam's Labour party, based on Indian ethnic ties, barely holds on to power through a coalition with the rightwing Social Democratic party. The Mauritian Militant Movement (3M), an interethnic left-wing party with a base among youth and the powerful General Workers' Federation, is the largest party in the National Assembly.
The island's sugar economy is still controlled by a handful of Franco-Mauritian families, part of the republic's 35,000-member white community. Ironically, the leader of the 3M is Paul Berenger, a young member of that elite who is a veteran of the 1968 uprising in Paris.
