MOZAMBIQUE

Location: Southeast African coast, between Tanzania and South Africa.

Size: 309,494 sq. mi. (801,590 sq. km.). Population: 10,750,000.

Who Really Rules: The Mozambique Liberation Front (FRELIMO), the party that spearheaded the armed independence movement against Portuguese colonialism, governs Mozambique and most of its economy. FRELIMO calls itself Marxist-Leninist, but it places a great deal of emphasis on popular participation in the political process, and it has strong popular support. FRELIMO nominates all candidates for People's Assemblies, the local level of the four-tiered representative political structure, but 5% to 10% of the candidates are rejected by public meetings. The regime encourages dissent within FRELIMO, but it restricts public dissent. Political opponents are detained without trial, and in 1979 the government reversed its opposition to the death penalty--unique to Africa--for treason and terrorist murder.

Though the U. S. S.R. has provided military assistance, Mozambique has not permitted the Soviet Union to establish a naval base. Mozambique welcomes foreign investment, and despite its political hostility to South Africa it maintains extensive commercial relations with that country. Most of the port traffic through Maputo, Mozambique's capital, originates in South Africa, and 500,000 Mozambicans work in South Africa.
