Who Really Rules: The armed, popular Sandinista Liberation Front took over the reins of power from dictator Anastasio Somoza in July, 1979. Though the leftist Sandinista revolutionaries control the government, they have reserved two seats on their five-man junta for representatives of the business class who opposed Somoza, and the 47-seat Council of State contains representatives from various political parties, unions, and business organizations, as well as the Sandinista.

Major Sandinista programs have included land reform and a massive literacy campaign. The new government has nationalized the holdings of Somoza and his clique, the banks, agricultural export companies, and any lands left out of production. However, it has not altered the export orientation of Nicaraguan agriculture. The ruling junta has announced that no elections will take place before 1985.
