Location: Six major and several minor islands arcing north from Guam in the Micronesian West Pacific. Size: 184 sq. mi. (477 sq. km.). Population: 17,000.

Who Really Rules: Since January, 1978, the islands have been an autonomous commonwealth territory of the U.S. The U.S. Defense Dept. retains the right to build a base on the island of Tinian, and federal grants supply about three quarters of the commonwealth budget.

After 30 years of American trusteeship, the Northern Marianas remain undeveloped. Construction workers are imported from Asia, despite widespread underemployment among the native population.
