QATAR

Location: Peninsula jutting from Arabia into the Persian Gulf. Size: 4,247 sq. mi. (11,000 sq. km.). Population: 181,000 (29% Qatari Arab, 9% other Arab, 15% Iranian, 29% Pakistani).

Who Really Rules: Qatar is a monarchy ruled by an emir from the Al-Thani family, currently Khalifa bin Hamad al-Thani. There are no elections and no political parties. Nearly all state revenue and most of the economy are based upon oil and gas production. The onshore fields are state-owned, but Qatar is still negotiating with Shell on the takeover of offshore production. About 82% of the work force is foreign, including skilled and professional workers from the developed countries. Saudi Arabia, the giant oil producer next door, exerts enormous influence on the emirate.

Modernization has brought 10% of Qatari women into the work force, but they remain socially isolated from men.
