Location: Eastern Europe, between the U.S.S.R. and the Danube, with 225 km. of Black Sea coastline. Size: 91,699 sq. mi. (237,500 sq. km.).

Population: 22,507,000 (87% ethnic Romanian).

Who Really Rules: Romania, although a member of the Warsaw Pact and Comecon (Soviet bloc military and economic alliance), has earned a reputation for independent diplomatic and international economic policies. Led by President Nicolae Ceausescu, the Communist party still rules the country with an iron hand.

Despite amnesties for 28,000 prisoners in the late 1970s, political, religious, and labor dissidents face police harassment, job demotion or transfer, and even forced labor or forced psychiatric internment. The government restricts emigration, but it encourages critics to leave the country. Nevertheless, Romania is the only Communist country with a state church, the Romanian Orthodox Church, of which three quarters of the population are members. Although there has been some criticism of the ethnic Romanian majority's treatment of the Hungarian minority (at least 8% of the national population) in Transylvania, Romania provides Hungarian language schools and publishing houses.

In the international arena, Romania is the only Soviet bloc member of the World Bank and International Monetary Fund. Romania refused to take part in the Soviet move into Czechoslovakia in 1968, and since then it has limited its participation in the Warsaw Pact.
