Location: West African coast, between Guinea and Liberia. Size: 27,699 sq. mi. (71,740 sq. km.). Population: 3,558,000.

Who Really Rules: In 1978 President Siaka Stevens ordered all opposition parties to join his All People's Congress, making Sierra Leone a one-party state. Economic power lies in the hands of multinational corporations and about 5,000 expatriates, including Lebanese diamond smugglers. (Officially, De Beers has a monopoly on the diamond trade.) Some 1,000 families run the administrative apparatus, doing favors for corporate interests in exchange for graft.

Like many other third-world countries, in 1979 Sierra Leone signed an agreement with the International Monetary Fund to accept economic policies which caused hardship for its population, in this case higher export taxes on agricultural products.
