Location: An island at the tip of the Malay Peninsula in Southeast Asia. Size: 224 sq. mi. (581 sq. km.). Population: 2,427,000.
Who Really Rules: Though other parties are allowed to contest elections, Prime Minister Lee Kuan Yew's People's Action party (PAP) runs what is essentially a one-party state. The PAP controls the labor unions and a grass-roots network called Residents Committees. The older leadership of the PAP, which led Singapore to independence while crushing, with British assistance, the Communist opposition, has selected a team of younger technocrats to manage the system when the old guard steps down. The authoritarian government does not tolerate opposition that it considers subversive, and its Corrupt Practices Investigation Bureau wins convictions on cases ranging from a $5 payoff to a policeman to top-level influence peddling.
Although the country was once the site of unskilled-worker assembly factories, the government has forced the upgrading of Singapore's position in the international capitalist division of labor. Today Singapore's workers are better paid and perform more skilled work. Unskilled foreign (Malaysian) workers, when not needed, are merely deported.
