Location: Six sections of South Africa, generally near the border of independent Botswana. Size: 14,500 sq. mi. (37,555 sq. km.). Population: 1,330,000.

Who Really Rules: South Africa awarded Bophuthatswana "independence" in December, 1977, as the homeland of the 2.1 million South African members of the Tswana tribe, which also resides in Botswana. Approximately 1.4 million Tswana live outside of the homeland, and several hundred thousand non-Tswana reside in Bophuthatswana. President Lucas Mangope's Bophuthatswana Democratic party holds most of the seats in the legislative assembly, but it was elected by only a fraction of the eligible voters. Most Tswana, particularly those outside the six zones, boycotted the election. Like Transkei, Bophuthatswana relies on South Africa for its budget and administrative advice.
