Who Really Rules: Transkei, officially the homeland for nearly 4 million Xhosa-speaking South African blacks, was granted "independence" in October, 1976. Prime Minister Kaiser Mantanzima, chief minister of the homeland before independence, has "governed" the area under a state of emergency since 1960, but the South African government holds real power through its subsidization of the Transkei budget and control of the Xhosa Development Corporation which administers most of the modern economy in the zone. About 85% of the Xhosa's employed wage workers labor in white South Africa.
