Location: An island in the Indian Ocean, just south of India. Size: 25,332 sq. mi. (65,610 sq. km.). Population: 15,204,000 (71% Sinhalese, 21% Tamil).

Who Really Rules: Sri Lanka is a multiparty democracy, governed since 1977 by the right-wing United National party. The UNP, working with the World Bank and International Monetary Fund, has opened the Sri Lanka economy to large inflows of foreign goods and investment while reducing social welfare programs. In 1980 the UNP majority declared a state of emergency and expelled former Prime Minister Sirimavo Bandaranaike from parliament, asserting that she had abused her power by postponing elections from 1975 until 1977.

The new 1978 constitution continues to favor the Sinhalese majority over the Tamil minority. Sinhalese remains the national language; Buddhism remains the official religion. About 9% of the population, native-born Tamils descended from Indian plantation workers, are dis-enfranchised because they are officially Indian citizens.
